ମଣିଷ ସଭ୍ୟତାର ଉନ୍ନତି ସହିତ ତାହାର ଦୈନିକ ଆବଶ୍ୟକତା ମଧ୍ୟ ବୃଦ୍ଧି ହେବାରେ ଲାଗିଛି। ଏହି ଆବଶ୍ୟକତାକୁ ନଜରରେ ରଖି ଅନେକ ପ୍ରକାରର ଉନ୍ନୟନ କାର୍ଯ୍ୟମାନ ସାଧିତ ହେଉଛି। ସାହିତ୍ୟ ମଧ୍ୟ ସମୟ ଅନୁସାରୀ ପରିବର୍ତ୍ତନକୁ ଆପଣାଇ ନେଇଛି। ତେବେ ଆଲୋଚନାର ପ୍ରସଂଗ ଉତ୍ତର ଓଡ଼ିଶାର ବାଲେଶ୍ୱର ଜିଲ୍ଲାର ବାଲିଆପାଳ ଜନଆନ୍ଦୋଳନ। ୧୯୭୯ ମାସିହାରେ ଓଡ଼ିଶାର ବାଲେଶ୍ୱର ଜିଲ୍ଲାସ୍ଥିତ ସୁବର୍ଣ୍ଣରେଖା ନଦୀ ମୁହାଣର ଉଭୟ ପାର୍ଶ୍ୱରେ ଥିବା, ବାଲିଆପାଳ ଏବଂ ଭୋଗରାଇ ଅଂଚଳରେ ଭାରତ ସରକାରଙ୍କ ଅନୁମୋଦନକ୍ରମେ କ୍ଷେପଣାସ୍ତ୍ର ଘାଟି ତିଆରି ହେବାପାଇଁ ସ୍ଥିର କରାଯାଏ। ପ୍ରାୟ ୧୧୬ବର୍ଗ କିଲୋମିଟର ଅଂଚଳ ଏହି କ୍ଷେପଣାଅସ୍ତ୍ର ଘାଟୀ ତିଆରି ପାଇଁ ବ୍ୟବହାର ହେବ ବୋଲି ସ୍ଥାନ ଚୟନ କରାଯାଏ। ସ୍ଥାନୀୟ ଲୋକମାନଙ୍କର ବାସସ୍ଥାନ ସହ ଜୀବନ-ଜୀବିକାର କ୍ଷୟକ୍ଷତି ଏହା ସହିତ ଜଡ଼ିତ। ଏହି ସବୁ କ୍ଷୟକ୍ଷତିକୁ ପ୍ରତିବାଦକରି ସ୍ଥାନୀୟ ଲୋକମାନଙ୍କ ମଧ୍ୟରେ ପ୍ରବଳ ଆନ୍ଦୋଳନର ସୂତ୍ରପାତ ହୁଏ। ପରବର୍ତ୍ତୀ ସମୟରେ ଏହି ଆନ୍ଦୋଳକୁ ସମର୍ଥନ କରି କବି-ସାହିତ୍ୟିକମାନେ ସ୍ୱର ଉଠାନ୍ତି। ସେହି ସ୍ୱରକୁ ଆଲୋଚନା କରିବା ଏହି ଗବେଷଣାତ୍ମକ ନିବନ୍ଧର ମୂଳ ଉଦ୍ଦେଶ୍ୟ।

With the advancement of human civilization, its daily needs are also increasing. Keeping this need in mind, many types of development works are being carried out. Literature has also undergone changes over time. The context of the discussion is the Baliapal People’s Movement in Balasore district of northern Odisha. In 1979, it was decided to build missile bases in Baliapal and Bhograi areas on both sides of the mouth of the Subarnarekha river in Balasore district of Odisha with the approval of the Government of India. About 116 square kilometers of land was selected to be used for the construction of this missile base. The damage to the habitat and livelihood of the local people is associated with this. A strong movement is started among the local people by protesting all this damage. Later, poets and writers raise their voices in support of this movement. The main purpose of this research article is to discuss that voice.
